What Is PRS?

The Problem Resolution System (PRS) is DESE's formal mechanism for investigating complaints about school district compliance with special education law. Unlike public records appeals, PRS complaints can lead to findings, corrective action orders, and systemic changes.

When to File

PRS is appropriate when a district:

  • Fails to follow IEP procedures
  • Does not provide required services
  • Violates special education timelines
  • Shows a pattern of non-compliance

The Process

After filing, DESE reviews the complaint and may:

  1. Issue a Request for Local Response - asking the district to respond
  2. Investigate directly
  3. Facilitate resolution between parties
