- Determination issued Oct. 7, 2026 in SPR26/3972 closed the appeal AGAINST the requestor: the Supervisor found the phrase ‘all final or executed student-related agreements resolving, compromising, settling, memorializing, or otherwise disposing of…’ does not reasonably describe the records sought under G.L. c. 66, s.10(a)(i) and Chawla, and invited clarification – after which the School must answer within ten business days. The $750 estimate (30 hrs x $25) stands as the request now reads. Amesbury’s census population is under 20,000, so no two free hours apply. Reconsideration requested the same day on three grounds, including that Dracut read the same words and identified 45 responsive agreements and Springfield read them and identified about 90.

- Revised invoice 27-01 received Oct. 7, 2026 reduces the estimate from $100 to $50: the District states a portion of the fees has been waived. 2.0 hours segregation/redaction at $25/hr. Original estimate remains on file. Oct. 14: a limited appeal of the remaining $50 fee was submitted to the Public Records Division and rescinded the same day as a mis-sent draft; the Division’s request for the underlying request and response as PDFs was answered Oct. 15 with a second withdrawal. No docket number was assigned in the matter and no appeal is pending, so the $50 estimate stands unchanged.

- Appealed Oct. 6, 2026; the Supervisor docketed it SPR26/4258. The challenge is not the $79.25 arithmetic (5.17 hrs less two free at $25) but that Andover reads Champa as covering only out-of-district placement agreements and so withholds every other final agreement categorically, without the record-or-category-specific justification s.10(b)(iv) requires. Roughly 31 out-of-district agreements identified, 17 further to be redacted. Oct. 26 determination SPR26/4258: ordered to respond within 10 business days; may appeal substantive response within 90 days.

- Receipt confirmed through Ashland’s public records portal (request #26-548). Oct. 9: the District produced twelve records through a Google Drive folder it controls: nine settlement agreements and three Special Ed. Mediation Agreements, with zero memoranda of understanding and zero resolution agreements. After we reviewed the folder the District supplied two further mediation agreements it had referenced but not uploaded, bringing the production to fourteen documents. Oct. 9: the District will complete a further review of general-education matters and produce any additional responsive records by close of business Oct. 13. Oct. 13: the Superintendent confirmed the search covered general-education student disputes and other final written student-related resolutions — MOAs, stipulations, side letters, material amendments and extensions — and that upon further review there are no additional responsive agreements outside special education.

Time petition filed for 30 business days. Appeals docketed SPR26/4157 and SPR26/4166. Oct. 8: petition determination (SPR26/4166) granted the District’s requested 30-business-day extension and approved a fee limited to $75.00 per hour for attorney review. Oct. 19: the Supervisor of Records issued her determination on our appeal of the $27,550.00 fee estimate (SPR26/4157). She did not reach the reasonableness of the figure; invoking Friedman v. Div. of Admin. Law Appeals on drain-the-ocean requests, she encouraged the parties to agree on scope, search terms, a production timeframe, withholding rules and a fee methodology, and noted any remaining dispute may be appealed within 90 days. The estimate rests on approximately 18,900 documents, 157 hours of search at $25/hour and 313 hours of review at $75/hour.

- Appealed the City’s fee petition Oct. 6, 2026. City request no. P262427-092126. The petition seeks $38.46/hr for 20 School Dept hours plus $54.73/hr for 25 Law Dept hours, and cites a search returning 21 GB / about 185,000 items – a universe far larger than final executed student agreements. The City’s own $25/hr fallback is stated as $1,075 in one place and $1,200 in another. Oct. 14: the Supervisor issued her determination on the City’s fee-and-time petition (SPR26/4214). The request was found not to be for a commercial purpose, but the City established that it could not prudently complete the request without a fee above $25 per hour: the City may assess a fee limited to $54.73 per hour — the Assistant Public Records Access Officer’s rate — and is granted a 25-business-day extension to produce. Our appeal of the petition remains docketed as SPR26/4251. Oct. 26 determination SPR26/4251: declined to opine at this time; City’s Oct. 5 fee estimate must be revised in light of Oct. 14 determination; updated estimate appealable within 90 days.

- Kathleen Genthner, the administrative assistant to the Superintendent who confirmed receipt on Sept. 23 and signed this Oct. 7 response as Records Access Officer, answered the Sept. 21 request with a three-page letter and a 35-page set of redacted agreements. The District identified approximately seven settlement agreements covering out-of-district private placements from June 1, 2022 through Aug. 31, 2026 and produced them with no fee and no petition. Its letter also takes a substantive legal position: it reads Champa v. Weston as reaching only out-of-district placement agreements and asserts every other student settlement agreement stays exempt under Exemption (a) – a reading narrower than SPR17/661. Held pending our own page-level review.

District staff, BSEA staff and office contacts are not treated as student identifying information. Oct. 7: Superintendent Elizabeth McCoy sent a further letter attaching links to the requested documents hosted on the District’s own Google Drive. We have not verified that those files match the 92-page set we reviewed on Oct. 6, so the production remains withheld for the reasons above and nothing has been added to our records library.

- Determination Oct. 5, 2026 (SPR26/4069): 30-business-day extension granted; fee in excess of $25/hour approved but LIMITED TO $75.00/hour for attorney review. Supervisor relied on Champa v. Weston Public Schools, 473 Mass. 86 (2015): settlement agreements fall outside Exemption (a) but must be redacted and then disclosed. District identified ~6 documents, ~3 hours review. Reconsideration requested on the $75/hour rate. Oct. 14: the Supervisor issued her determination on our appeal of the Sept. 28 response (SPR26/4068). She found the School had met its burden to show that the $350 estimate reflects the time required — five hours of search at $25 per hour plus three hours of review at $75 per hour, the higher rate approved in SPR26/4069 — and held that segregation and redaction under the attorney-client privilege counts as work required by law. The appeal was closed. Oct. 14: Parent Data Force filed a request for reconsideration under SPR Bulletin 04-17, limited to the factual support for the $350 estimate and the adequacy of the Sept. 28 initial response, noting that the same office ordered Westwood to supply a page count and a minutes-per-page figure for a comparable request the same day. The Supervisor opened SPR26/4068 for reconsideration the same day, with a decision due 15 business days from receipt. Oct. 26 determination SPR26/4069: reconsideration denied: Supervisor declined to reverse the Oct. 5 determination; East Bridgewater’s fee justification not tailored; petitioner may seek judicial review.

- Production received Oct. 6, 2026 with no fee and no petition: a 70-page scanned set. WITHHELD FROM PUBLICATION – Parent Data Force’s own PII review found the District’s redaction inconsistent. Student names and BSEA docket numbers are barred on all 18 BSEA-form pages, but the BSEA ‘Doc ID’ case-file identifier is left unredacted and fully legible on pages 5 and 9, two inches below the student name that WAS redacted on the same pages, and partly legible on page 38. The same footer is correctly barred on page 68, so the omission is inconsistent rather than document-wide. Correcting pages 5, 9 and 38 only would be sufficient. Oct. 7: Nicole MacDonald, Special Education Director, following Dr. Cummings’ referral, confirmed she is reviewing the redaction questions we raised and expects to answer by Oct. 13. The rest of the compilation is still withheld from publication. Oct. 13: the District reissued the pages it had updated. The BSEA case-file identifier that was left legible is now barred on pages 5 and 9 and on page 38, and the District confirmed the material withheld at page 14, Paragraph 15(A)-(B) consists solely of identifying information. Parent Data Force re-reviewed the reissued pages and found them clean; those six pages are published here. The District reissued only the corrected pages, not the full 70-page compilation.

- Receipt confirmed through the district’s public-records portal (request #PRR-2026-478). Oct. 1: Methuen’s JustFOIA portal marked request PRR-2026-478 “Completed” on Oct. 1, instructing the requester to download responsive records, while the request page showed that no documents had been added; a reply reporting the defect was rejected because the request had already been closed. Methuen’s Sept. 30 written response identifies approximately 45 potentially responsive settlement or related agreements and demands $137.50 — 5.5 hours at $25/hour after the two statutory free hours — before it will “commence gathering and redacting” any responsive records, and states no production timeframe. Parent Data Force appealed to the Supervisor of Records under G.L. c. 66, § 10 and 950 C.M.R. 32.08 on Oct. 1 and filed a supplemental appeal the same day, disputing the chargeable segregation and redaction time, the unsupported ten-minutes-per-agreement assumption, the missing production timeframe, and the treatment of the public-interest waiver request, and asking that the request be kept open. Docket pending. Oct. 16: the Supervisor of Records determined our appeal of the $137.50 estimate (SPR26/4132). She found the 7.5 hours insufficiently explained – the School states approximately 45 agreements at approximately 10 minutes each without disclosing pages per agreement or minutes per page – and held that, absent a petition under G.L. c. 66, s. 10(d)(iv), the School may not charge for time spent redacting under Exemption (c). The School was ordered to revise the estimate or further explain it within 10 business days.

- Answered for the first time Oct. 7, 2026. RAO Charlene M. Roche reported that District employees searched and compiled 259 pages of responsive documents, that all of them must be reviewed and redacted for student identifiers under Exemption (a), and that the redacted documents will be provided ‘at no charge’. The District invoked G.L. c. 66, s.10(b)(vi) to take up to 25 business days from its Sept. 23 receipt – to Oct. 29, 2026 – and offered to answer earlier if it can. Oct. 26: Oct 22 production (5 PDFs from Charlene Roche) fails PII gate (Doc ID labels, signer IP, BSEA case-file id); records received but not published pending PII redaction.

- Determination Oct. 5, 2026 (SPR26/4044): 30-business-day extension granted; fee in excess of $25/hour approved but LIMITED TO $75.00/hour for attorney review. Reconsideration requested on the $75/hour rate. Oct. 7: the Supervisor opened SPR26/4044 for reconsideration of the Oct. 5 determination on our narrow request, which challenges only the $75-per-hour attorney-review rate and not the 30-business-day extension; a decision is due 15 business days from the Oct. 5 request. Oct. 9: the message to the District’s records contact bounced as undeliverable; the receiving mailbox is inactive. Oct. 9: determination (SPR26/4063) found it uncertain whether the Sept. 28 filing was intended as an appeal of the District’s response and invited clarification within 90 days; we filed that clarification the same day under G.L. c. 66, Section 10A(a) and 950 C.M.R. 32.08(1). Oct. 13: the Public Records Division acknowledged that clarification as a separate appeal docketed SPR26/4324 and assigned it to Staff Attorney Clare Eberman; the objections to the District’s Sept. 28 response now proceed under their own case number, while the SPR26/4044 reconsideration limited to the $75-per-hour attorney-review rate remains pending. Oct. 26 determination SPR26/4324: appeal closed: Supervisor will now consider this administrative appeal closed; judicial remedies remain available.

The District’s own letter states the arithmetic as ‘2.75 x 25 = 68.70’, which does not compute – 2.75 x 25 is $68.75. The District also reads Champa v. Weston Public Schools narrowly, claiming categorical exemption for agreements outside out-of-district placements; that position was rejected in SPR17/661. Sept. 29: fee estimate received — District anticipates at least 10 hours but capped the estimate at 6 hours (first 2 hours free, 4 chargeable at $25/hour, $100 total), offered as a cooperative accommodation; includes appeal-rights notice. Sept. 29: Parent Data Force asked the District to waive the remaining $100 entirely in recognition of the project’s public-interest purpose; awaiting the district’s reply. Oct. 1: North Attleborough waived the entire $100 fee in writing — Supt. John Antonucci, 1:20 p.m. — calling it a one-time exception and not a guarantee for future requests, and saying the District’s response would come “next week”; Parent Data Force acknowledged the waiver the same afternoon. - Prices the request at $950 (40 hrs less two free at $25) and produced one readily available agreement with its Oct. 5 response while stating it has identified further records it has not yet produced. Appealed Oct. 6, 2026: the District’s clarifying question is narrower than the request, since a final written agreement resolving a contested educational issue is responsive whether or not the dispute reached formal litigation, and the $950 rests on one undifferentiated 40-hour block with no agreement or page count. The single produced record is held back from publication pending our own page-level review. Oct. 7: the Supervisor acknowledged our appeal as SPR26/4259, and the District wrote that the estimate ‘stems from not being able to itemize the cost’, stating it has 50 Special Education settlement agreements of varying sizes that would need to be redacted and attaching a Student Services document identifying the fiscal year and the amount of each settlement. Oct. 26 determination SPR26/4259: ordered to respond within 10 business days; may appeal substantive response within 90 days.

About 375 pages identified; the District’s own math is 6 search hrs ($150) plus 4 attorney hrs at $75 ($300) = $450. - Records Access Officer Scott Holcomb’s Oct. 6 response prices about nine hours of student-information review and redaction. Parent Data Force asked the District to re-scope the estimate against a narrower window beginning at its own 2023 Boston Globe cutoff rather than appeal immediately, and sent two redacted agreements from another district as worked examples of what a usable redaction looks like. Oct. 13: after the period was narrowed, the District cut its good-faith estimate from $500 to $325 — 13 hours at $25/hour itemized across six tasks, $0 electronic reproduction — while leaving the new starting cutoff date to be confirmed. Parent Data Force appealed both estimates the same evening, putting the Supervisor’s Dracut and Weymouth determinations in front of her office as exhibits and objecting that no record or page count yet supports any of the thirteen hours. Oct. 14: the Supervisor acknowledged the appeal as SPR26/4382 and assigned it to Staff Attorney Barbara Durgin. Oct. 15: Superintendent Holcomb filed a supplemental explanation with the Public Records Division and copied Parent Data Force — the revised $325 stands for 13 anticipated hours rather than completed work, the figure was reached by re-allocating the original task lines to the narrower period and was not based on a completed inventory or a page-by-page review, the prior Boston Globe production cutoff remains to be confirmed, the District does not assert that whole agreements are exempt merely because they concern students, the separate task descriptions were not intended to charge twice for the same activity, and any final assessment would be limited to actual, reasonable, legally permissible costs. The District is maintaining its request for recovery of permissible costs rather than granting a full waiver. Oct. 15: the Supervisor issued her determination in SPR26/4382 and closed the appeal because the District had provided a further response, noting that the substance of that Oct. 15 response may be appealed within 90 days.

- The District answered on Oct. 7, 2026 for the first time: RAO Deidre Sandonato’s letter on the request received Sept. 23, 2026 estimates approximately 50-100 responsive documents, 40 hours of review at one minute per page, and $75 per hour for attorney review = $3,000.00, while stating that counsel’s actual rate is about $270 per hour and that search time is billed at $25. The District filed a contemporaneous fee and time petition with the Supervisor for both the higher rate and an additional 30 business days. We appealed the response and opposed the petition the same day; no docket number has been assigned. Our opposition notes that the $3,000 figure never accounts for the two free hours that apply to a municipality over 20,000 (38 billable hours at $75 is $2,850), discloses no page count behind the 40 hours, and recites a duty to review ‘each page of the invoices sought in the request’ – invoices we never asked for. Oct. 14: the Supervisor issued her determination on the District’s fee-and-time petition (SPR26/4271): she found good cause for a 30-business-day extension to produce, and the School may assess a fee limited to $75.00 per hour for attorney review. The determination rules on the rate and the extension, not on the $3,000 figure itself. - Watertown produced 59 numbered settlement agreements on Sept. 30, 2026 with no fee and no invoice, the largest single production in this project. We publish 25 of them. Thirty-three of the 58 copies we had put online are off the site as of Oct. 7, 2026: on 32 of those, our own page-by-page review found the district’s redaction left a Bureau of Special Education Appeals case-file document identifier printed in the page footer, or a student’s first name in the body text. One further copy could not be read reliably enough to clear, so it comes down rather than stay up unverified. Watertown correctly barred parent names, most student names, dates of birth and home addresses, and what we missed the first time is printed text, not handwriting. Republication depends on the district correcting its own redaction and re-issuing – we do not alter a district’s records for it. A fifty-fifth agreement has never been published here, because two typed parent names sit beneath the signature lines.

- Response to appeal SPR26/4117 (Oct. 5, 2026): revised fee REDUCED from $200 to $87.50. District located 10 documents (84 pages) since July 1, 2025 and estimates 16 more (~128 pages) for 2021-mid-2025 – 26 documents, 212 pages total. 2 hours collection plus 3.5 hours review; first 2 hours free, so 3.5 chargeable hours at $25. Oct. 7: two determinations issued the same day. SPR26/4111 granted the District a 30-business-day extension and permission to charge up to $75.00 per hour for attorney review, holding every other task to $25 per hour and finding the request not commercial; SPR26/4117 closed our appeal as moot because the District answered again on Oct. 5 and Oct. 7 after the appeal opened, with leave to appeal the newer responses within 90 days. In the Oct. 7 update the RAO reported ‘far fewer settlement agreements from 2021-2025 than anticipated based on the quantity we found from 7/25 to the current time, which brought the total down to 68 pages’, that redaction ‘will take approximately an hour’, and that because ‘the first 2 hours are free, the total billable time likely falls below the threshold’ – i.e. the $87.50 demand is expected to fall away. Nothing had been delivered to us at that point. Oct. 16: the City of Westfield produced 64 pages of settlement agreements, the first records on this request. The district was asked to reconcile that against the Oct. 7 reference to about 68 pages, and privately to re-review pages 11, 41, 45, 57 and 60 for further student- and family-identifying information before any publication. Oct. 19: the district sent a further-redacted copy. Neither copy clears this project’s PII review – the Oct. 19 file still carries e-signature audit trails and case-file document identifiers – so the records are held unpublished. Oct. 26: new re-redacted packet Oct 19 (Settlement Agreements as per PRR 110.7.26_Redacted.pdf) fails PII gate (Doc ID + signer IP); records received but not published pending PII redaction.

- Receipt confirmed in the Town’s public-records system (request #2026-0280); system milestone Oct. 7, 2026. Sept. 29: fee estimate received from School Department reviewer Leeann Plouffe — 13 hours at $40/hour, $520 total, request placed on hold pending payment — despite the District’s own Sept. 23 acknowledgment capping the rate at $25/hour. Parent Data Force appealed to the Supervisor of Records the same day. Oct. 1: Westwood revised its fee estimate down from $520 (13 hours at $40/hour) to $300 (12 hours at $25/hour) — the rate it had already conceded in its Sept. 23 acknowledgment — cancelled the prior estimate, and filed the revision with the Supervisor in SPR26/4078; the request remains on hold pending payment and the appeal remains pending. Parent Data Force replied the same day that the revised estimate still appears materially overstated and insufficiently supported. Oct. 14: the Supervisor of Records issued her determination in SPR26/4078. The $25 hourly rate and the charge for the first two hours held — Westwood is a municipality small enough to bill them — but the School was ordered to revise its $300 estimate or further explain how twelve hours of employee time is consistent with the law, including why ten hours of redaction were assumed without stating how many pages of responsive records exist or how many minutes per page review takes, and what the one hour of scanning and electronic preparation actually covers. The School must respond consistently with the order within ten business days and file a copy with the Supervisor’s office.

- The Town Clerk’s Office confirmed the request was uploaded to its records request portal and is under review; future requests are directed through the Town’s NextRequest system. Sept. 28: School Department response through the portal (request #26-4756): about 30 records potentially responsive; fee estimate $350 (12 redaction/review hours + 1 additional search hour + 1 final-preparation hour); request would be deemed withdrawn without payment within 20 business days. Parent Data Force appealed the same day; appeal docketed SPR26/4062. Oct. 13: the Supervisor of Records issued determination SPR26/4062, ordering the School to revise its $350 fee estimate or explain how it complies, and holding that the School may not assess a fee for the employee time spent redacting records under Exemption (c) without an approved petition. A response is due within ten business days.

- Fee estimate and time petition Oct. 2, 2026: $925 – 11 hours review at the requested $75 ($825) plus 4 hours search at $25 ($100). District seeks approval to charge above $25/hour for attorney review. Docketed SPR26/4161 and SPR26/4165. Oct. 9: petition determination (SPR26/4161) granted the District’s requested 30-business-day extension and approved a fee limited to $75.00 per hour for attorney review of segregation and redaction. Oct. 19: the Supervisor of Records issued her determination on our appeal of the fee estimate (SPR26/4165). She found the $925.00 estimate unexplained: the School reported both ‘approximately 27’ and ‘approximately 14’ responsive documents, and both four hours and ‘in excess of six (4) hours’ of search. The School was ordered to revise the estimate or provide further explanation within 10 business days, and to clarify whether it is charging for the first two free municipal hours.

- Latest note
- RAO Lauren Celi of the District’s records office answered the Sept. 23 request on Oct. 7 in a five-page letter: about 52 potentially responsive agreements of one to eight pages each, five minutes of segregation plus five minutes of review/redaction per agreement, 8.6 hours total, the first two hours excluded, and the remaining 6.6 hours at $25 per hour = $165.00. The letter also refuses the fee waiver on the ground that the request’s public-interest statement is ‘generalized’ without more, and states the District holds no responsive log, index, or database export. Payment is demanded before any production begins.

Hi, Here is the reusable template for the Massachusetts school-district public records request. Replace the bracketed placeholders before sending. Subject: [DISTRICT NAME] — Massachusetts Public Records Request — Student Settlement Agreements, MOUs, MOAs & Resolution Agreements (Sept. 18, 2021–Present) Dear [RAO NAME / Records Access Officer]: Pursuant to the Massachusetts Public Records Law, G.L. c. 66, § 10, and 950 C.M.R. 32.00, I request electronic copies of the following records maintained by [DISTRICT NAME]. TIME PERIOD This request covers records entered into, executed, finalized, materially amended, or extended from September 18, 2021 through the date of your response. RECORDS REQUESTED Please provide all final or executed student-related agreements resolving, compromising, settling, memorializing, or otherwise disposing of a dispute, claim, complaint, appeal, due-process matter, grievance, or other contested educational issue involving [DISTRICT NAME], including: - Settlement agreements and settlement-and-release agreements; - Resolution agreements; - Memoranda of Understanding (MOUs); - Memoranda of Agreement (MOAs); - Mediation agreements; - Stipulations, consent agreements, or agreements for judgment/resolution; - Side agreements, side letters, or similar written agreements; - Amendments, addenda, extensions, or attachments that materially alter or form part of such agreements; and - Any other final written agreement, regardless of title, that resolves or memorializes the resolution of a student-related educational dispute. This includes agreements involving SPECIAL EDUCATION matters, including but not limited to IDEA/G.L. c. 71B, BSEA matters, Section 504, ADA-related educational access, evaluations, eligibility, placement, services, accommodations, compensatory education, tuition or reimbursement, transportation, extended-school-year services, or other special-education rights or services. It also includes agreements involving GENERAL EDUCATION students or student matters, including, where applicable, student discipline or exclusion, access to educational programming, bullying/harassment or discrimination complaints, civil-rights complaints, educational services, enrollment, or other student-related disputes resolved through a written agreement. This request is limited to STUDENT/EDUCATION matters. EXPRESS EXCLUSION — NO STAFF OR EMPLOYMENT RECORDS I am not requesting any agreement whose subject is a District employee, former employee, applicant, administrator, teacher, staff member, bargaining unit, or employment relationship. Please exclude collective-bargaining agreements, employee grievances, personnel settlements, employment discrimination matters, separation agreements, staff discipline matters, workers' compensation matters, and other employee/labor agreements. I am likewise not seeking ordinary vendor, procurement, construction, property, or commercial settlements unrelated to student educational matters. EXISTING LISTS OR INDEXES If the District already maintains an existing log, index, spreadsheet, database export, or other existing record identifying responsive student-related agreements during this period, please include that existing record as well, with student PII redacted as necessary. I am not asking the District to create a new index or summary. NO STUDENT PII REQUESTED I am expressly NOT requesting personally identifiable student information. The District may redact student names, parent/guardian names where identifying, addresses, contact information, student identification numbers, dates of birth, and any other direct or indirect identifier that must be removed under FERPA, Massachusetts student-record law, or another applicable law. For special-education settlement agreements in particular, Champa v. Weston Public Schools, 473 Mass. 86 (2015), establishes that the presence of protected student information does not permit categorical withholding of the entire agreement. Personally identifiable information may be redacted, but segregable non-exempt portions are subject to disclosure. The Supervisor of Records subsequently applied Champa in SPR17/661, Alexander v. Wellesley Public Schools (May 25, 2017), rejecting the argument that Champa was limited only to out-of-district settlement agreements and finding that the school had not met its burden to establish that in-district special-education settlement agreements could be withheld in their entirety. DESE has also reiterated publicly that, in Massachusetts, settlement agreements between school districts and parents of students eligible for special education are public records once all personally identifiable information has been removed. Accordingly, please do not withhold an entire responsive agreement merely because it contains some protected information, a confidentiality provision, or student-record material. Please redact only the information that is lawfully exempt and produce all reasonably segregable non-exempt portions. If the District contends that any responsive agreement must be withheld in its entirety, please identify the record or category of records, the specific statutory exemption or privilege relied upon, and the factual basis explaining why redaction or segregation cannot permit disclosure of any portion, as required by G.L. c. 66, § 10(b)(iv). ELECTRONIC PRODUCTION Please provide all records electronically. For agreements maintained as electronic documents or PDFs, please provide searchable electronic copies where available rather than printing and rescanning them. Native electronic format is welcome where practical. Please transmit records by email, shared download link, or another electronic delivery method. No paper copies are requested, and I do not authorize costs associated solely with printing electronically maintained records. ROLLING PRODUCTION If responsive records can be produced in batches, please provide them on a rolling basis rather than delaying production of readily available records until the entire request has been completed. FEES / PUBLIC INTEREST This request is noncommercial and is intended to contribute to public understanding of the District's use of public funds and its resolution of student-related educational disputes. I therefore request waiver or reduction of any permissible fees under G.L. c. 66, § 10(d)(v). If the District anticipates any fee, please provide the written, itemized, good-faith estimate required by G.L. c. 66, § 10(b)(viii), identifying the actual tasks, time, rate, and factual basis for each component. If a reasonable modification would materially reduce cost or burden while preserving the substance of the request, please identify that specific modification pursuant to G.L. c. 66, § 10(b)(vii). If no responsive records exist for a particular category, please simply state that. Please confirm receipt of this request. Thank you, [YOUR NAME] [ORGANIZATION, IF ANY]
What we are requesting
Each district receives a request for final or executed written agreements that resolve or memorialize student-related educational disputes, regardless of title:
- Settlement agreements and settlement-and-release agreements
- Resolution agreements
- Memoranda of Understanding (MOUs) and Memoranda of Agreement (MOAs)
- Mediation agreements
- Stipulations, consent agreements, or agreements for judgment/resolution
- Side agreements and side letters
- Amendments, addenda, extensions, or material attachments to such agreements
- Any other final written agreement resolving a student-related educational dispute
We are not requesting personally identifiable student information. The request expressly allows districts to redact student names, parent/guardian names where identifying, addresses, student numbers, dates of birth, and other personally identifiable information protected by law.
Why this project exists
Parent Data Force is sending substantially the same Massachusetts Public Records Law request to public school districts across the Commonwealth. The request seeks final or executed student-related agreements entered into, finalized, materially amended, or extended from September 18, 2021 through the date of each district’s response. The project currently covers 65 districts.
The request asks for final written agreements that resolve or memorialize student-related educational disputes — settlement agreements, resolution agreements, MOUs and MOAs, mediation agreements, stipulations and consent agreements, side agreements, material amendments and addenda, and other final written agreements. It covers both special-education and general-education disputes, including placement, services, evaluations, eligibility, accommodations, compensatory education, tuition and reimbursement, transportation, extended school year, discipline and exclusion, access to programming, bullying and harassment, discrimination, civil-rights complaints, and enrollment.
The request expressly excludes personally identifiable student information; staff and employment settlements; collective-bargaining and employee grievance matters; personnel discipline and separation matters; workers’ compensation; vendor, procurement, construction, and property disputes; and unrelated commercial matters. Districts may redact student names and other legally protected identifiers.
A statewide comparison can help show how student-related disputes are resolved, what remedies are used, how districts respond to public-records requests, and whether recurring patterns emerge. We do not claim a pattern until records actually support it, and we clearly distinguish what was requested, what a district said, and what the produced records show.

Appeals & notable responses
Amesbury Public Schools — fee estimate appealed (docketed SPR26/3972)
Sept. 23, 2026 – Amesbury issued a $750 fee estimate and challenged portions of the request as insufficiently described; Parent Data Force appealed the same day. Determination issued Oct. 7, 2026 closed the appeal against the requestor, finding that the phrase ‘all final or executed student-related agreements resolving, compromising, settling, memorializing, or otherwise disposing of…’ does not reasonably describe the records sought under G.L. c. 66, s.10(a)(i) and Chawla, with clarification offered as the remedy after which the School must respond within ten business days. Reconsideration was requested the same day and the Supervisor opened SPR26/3972 for reconsideration on Oct. 7. Article: supervisor-rules-request-wording-unclear-spr26-3972

Parent Data Force asked the District informally to justify the estimate. Parent Data Force appealed both estimates and the waiver denial to the Supervisor of Records the same morning, and furnished the Sept. 25 response and its two attachments at the Division’s request. The Supervisor docketed the appeal SPR26/4527 and assigned it to staff for review the same day.

What happens when records arrive
When a district produces records, each production goes through the same process before it appears on this page:
- Received — the production is logged for the district.
- Privacy/relevance review — the production is checked against the request scope and for student personally identifiable information.
- Indexed and summarized — agreements are organized by district and summarized factually.
- Published with source documents — reviewed records are posted here with their sources.
Records are reviewed before public posting to ensure student personally identifiable information is not inadvertently exposed — names, addresses, student IDs, dates of birth, and unique details that could re-identify a child. District redactions are not assumed to be sufficient on their own.
Legal context
The request invokes the Massachusetts Public Records Law, G.L. c. 66, § 10, and its implementing regulation, 950 C.M.R. 32.00. For special-education settlement agreements, the Massachusetts Supreme Judicial Court’s decision in Champa v. Weston Public Schools, 473 Mass. 86 (2015), requires disclosure of properly redacted settlement agreements once personally identifying information is removed. The Supervisor of Records applied Champa in SPR17/661, Alexander v. Wellesley Public Schools (2017), and the Department of Elementary and Secondary Education has stated publicly that special-education settlement agreements are public records once stripped of all personally identifiable information.
The existence of a settlement does not prove wrongdoing, and a missed expected date on this tracker does not by itself mean a district violated the law. A response can be an acknowledgment, a fee estimate, a lawful extension, a production schedule, or a complete production. This page reports what was requested, what each district said, and what the produced records show.
Frequently asked questions
What exactly are you asking districts for?
Final or executed written agreements that resolve student-related educational disputes, including settlements, resolution agreements, MOUs/MOAs, mediation agreements, stipulations, side agreements, and material amendments or addenda.
Are you asking for student names?
No. The request expressly says Parent Data Force is not requesting personally identifiable student information.
Why track this statewide?
Comparing districts can show how student disputes are being resolved, what remedies appear, how transparent districts are, and whether recurring patterns emerge. Any conclusions should be based on the records actually produced.
Can I request my district?
Yes. Email joey@parentdataforce.com with the district name and municipality. No student information is needed.
Can I use the request myself?
Yes. The full template is provided on the page so families, journalists, researchers, and community members can adapt it.
What does “expected response” mean?
It is the current response milestone tracked for the request. It does not necessarily mean all records will be produced by that date; a response may include an acknowledgment, fee estimate, extension, production schedule, or other legally permitted response.
Will you publish everything you receive?
Records should be reviewed first. The project should not publish student-identifying information or material that should remain private.
What happens if a district does not respond?
The project follows up with the district. If no adequate response follows, the next step is an appeal to the Supervisor of Public Records under G.L. c. 66, § 10A — the route this project has used elsewhere.
How can I report a correction?
Email joey@parentdataforce.com and identify the district and the information you believe needs to be corrected.
Help expand the project. Request a district, share the page, and check back as records are published.
Email joey@parentdataforce.com to request a district or report a correction.
